3rd Gen
Modular ExecutionSM
For Alberta Oil Sands Projects
Clients consistently communicate the necessity for reduced capital costs, improved predictability of project cost and schedule performance and a reduced environmental footprint for their Oil Sands Processing Facilities.
Innovative approach
to development of
the overall plot
layout will reduce
the environmental
impact to the area.
To address these needs, Fluor has developed a structured
methodology, with pending patent approval, which consists
of six steps to develop a fully modularized facility. Supporting
the methodology are the application of proven work processes,
practices and procedures that drive a predictable execution.
Our approach delivers an industry step change by leveraging
Fluor’s global best practices for large scale fully modularized
sea lift facilities while addressing the specific transportation
limitations for Alberta project execution. Accordingly, we
apply the approach that “modularization drives the layout
and execution plan”, not “the layout drives modularization
and execution.”

Comparison between a
traditional 2nd Generation
layout and the more
compact and cost e;ective
3rd Gen Modular Execution
arrangement.
1st Generation - 300,000+ m2
2nd Generation - 200,000 m2
3rd Gen Modular
Execution
- less than 100,000 m2
Expected Results
• Improved labour
productivity with work
shift to shop vs. field
• Quantity reductions
• Improved cost &
schedule predictability
• Reduced TIC (~20% vs.
traditional execution)
• Enhanced operations
& maintenance
• Improved Safety
• Improved Quality
• Substantial reduction in
environmental footprint
• Repeatable & portable
